As anyone who has coded a site that needed to work in IE will tell you, this graph makes perfect sense.

After 10 minutes of using IE, I generally want to kill something. Usually my monitor. So sounds completely reasonable.

Hm. I wonder if that's completely made up, or if they both correlate with (eg) the aging proportion of the population who grew up with lead paint and IE?

It's a mixture of misleading axes, and differing representations. One of them is a bar, the other is a dot, so you don't notice that the dots don't descend at the same speed as the tops of the bars do.
